The Pan America, Five Years On: How Harley's Adventure Gamble Landed

Harley-Davidson launched the Pan America 1250 in February 2021, its first adventure motorcycle, on the new Revolution Max 1250 engine. Harley has described it as one of the best-selling adventure bikes in the US since its debut, and Harley's own Adventure Touring shipment column has fallen every year since 2022. This post is about how both of those statements can be true at once.

What Was Actually Launched

The Pan America was not a side project. It carried the Revolution Max 1250, a new liquid-cooled engine family that went on to underpin the Sportster S in July 2021 with the Revolution Max 1250T and the Nightster in April 2022 with the Revolution Max 975T. Harley entered a category it had never competed in and rebuilt its non-touring engineering around the engine it entered with.

That framing matters for judging the outcome. A company can lose money on a model and still get what it wanted from the platform underneath it.

The Shipment Line, Year by Year

Harley's Adventure Touring shipments were 9,916 in 2021, 10,774 in 2022, 5,128 in 2023, 4,535 in 2024 and 4,415 in 2025. Up in year two, then more than halved in year three, then a slower decline that has not turned around.

Read that column for what it is. It is a segment total from Harley's own filings rather than a model count, it counts shipments to dealers rather than retail sales to riders, and it is worldwide. Harley-Davidson publishes no model-level unit sales, and neither does Polaris for Indian or Honda for the US market; BMW Motorrad is the only one of the four that does. Nothing in it isolates the Pan America by name, even though the Pan America is the motorcycle the segment was created around.

Why Harley's Claim and That Column Are Not in Conflict

The tension resolves once you look at what the two statements measure. Harley's claim is about US ranking within a category. The shipment column is about worldwide volume. A bike can rank well among American adventure sales while the segment it sits in ships a few thousand units a year, because the US adventure category is not large.

For scale, use the only brand in this comparison that publishes real figures. BMW reported its R 1250 GS and GS Adventure at over 60,000 combined in 2021 and almost 60,000 in 2022, and its 2025 model-level split put the R 1300 GS Adventure at 33,570 against 32,555 for the base R 1300 GS. Those are worldwide numbers for the category's benchmark, and they are what the top of an adventure lineup looks like when someone actually counts it.

So both things hold. Being among the better sellers in a US category and shipping 4,415 units in a worldwide family column are not contradictory claims, and treating them as a contradiction is a measurement error rather than a finding.

The Owner Reports Belong in This Story

A five year retrospective that skips reliability is not worth reading. The most consistent theme in Pan America owner reporting is fuel pump failure, with owners describing second and third replacements, alongside broader electrical faults on early bikes. Those reports are collected in our Pan America owner reports.

Two qualifications, both important. This is owner-reported evidence rather than a manufacturer disclosure, and no public figure quantifies how common any of it is. But early-platform reliability reporting follows a motorcycle into the used market whether or not it is representative, and on a first-generation bike from a manufacturer new to the category it is part of how the launch gets judged.

Harley Is Still Spending on It

The 2025 model year is the strongest evidence against reading the shipment column as a retreat. Harley added the Pan America 1250 ST at $19,999 and a CVO Pan America at $29,249 in the same year. That is a new variant at the accessible end of the price band and a halo version at the top.

Companies exiting a category do not do that. They let the model run out. Whatever the Adventure Touring line says about volume, Harley's product decisions say the platform is still being invested in, and product decisions are the most reliable public signal available when unit data is withheld. Our 2025 Harley best seller post covers the rest of that model year, including the wider pricing picture.

What the Column Cannot Settle

Four things stand between that shipment line and any confident verdict on the motorcycle. It is a segment rather than a model. It is shipments rather than retail. It is worldwide rather than US. And the years it covers include a broad decline across Harley's business, with total shipments falling from 179,984 in 2023 to 148,862 in 2024 and 124,477 in 2025.

A line that falls while every other line in the same table also falls is weak evidence about the specific product. It is much better evidence about the period. Our 2021 Harley best seller post sets out the model year the Pan America launched into, which was the strongest of the six.

A Note on Gloves, Which Is Where Adventure Riding Bites First

Adventure bikes get ridden in weather other categories opt out of, and the item that fails soonest is almost always gloves. Cold and wet is a different engineering problem from cold alone, and a glove that handles one often does not handle the other. Legendary USA's write-up on cold and rain motorcycle gloves lays out where that trade sits, which is a thing worth settling before a long trip rather than during one.

What This Means for a Buyer Today

New, the decision has two clear price points: the Pan America 1250 ST at $19,999 and the CVO Pan America at $29,249. The ST is the more interesting number, because it puts the platform within reach of buyers who were previously choosing on price alone.

Used, the early bikes carry the fuel pump reporting, so service history is worth more on this platform than on a mature one. Ask specifically what has been replaced and when.

And treat the shipment column as a support-network question rather than a quality one. A platform whose segment shipped 4,415 units worldwide in 2025 has fewer specialists, fewer used parts and a thinner independent knowledge base than one selling in the tens of thousands, which is a resale and serviceability consideration. Harley-Davidson publishes no model-level unit sales, and neither does Polaris for Indian or Honda for the US market; BMW Motorrad is the only one of the four that does. It is not evidence about how the bike rides.

The Pan America was a serious entry into a category Harley had never touched, built on an engine that reshaped the rest of the lineup, and its segment column has been falling for three years. Both halves of that are Harley's, and the gamble is better described as unresolved than as lost.
